In a memorandum order issued yesterday, the DICT ordered the National Telecommunications Commission to draft rules and regulations to implement the “pro-consumer policy”.

DICT eyes enabling postpaid subscribers to have an option of changing their network to another telecommunications after their lock-in period, which usually takes two years.

Once implemented, telcos or wireless service providers may have to establish  facilities and processes to unlock their subscribers’ devices.

DICT Acting Secretary Eliseo M. Rio Jr. said in a statement this move serves as an "additional Christmas gift" from the Duterte administration.

While we empower the industry through the entry of the new major player, we are also pushing for pro-consumer measures, he added.

The NTC will hold consultations and hearings when the rules and regulations have been drafted, the DICT said.
