Opensignal: PLDT remains leader in fixed broadband market, Converge the fastest

Telco giant PLDT continues to hold the throne as the dominant player in the local fixed broadband sector, cornering about 42 percent market share, according to a report from Opensignal.

Network expansion continues

The Pangilinan-led group has the largest fiber footprint in the Philippines, covering 18.5 million households. Its network has also reached those residing in remote and underserved areas.

Based on Opensignal’s Fixed Broadband Experience for September 2025, PLDT had the fastest upload speed with a score of 42.3 megabits per second (Mbps), 7 percent faster than Converge and 15 percent faster than Globe.

But Converge and Globe are not keeping silent, as they continue their aggressive investments in network expansion.

Opensignal said Converge holds about 30 percent of the market. It had also teamed up with Starlink to boost its presence, especially in remote and underserved areas. The company won three Overall Experience awards—fastest download speeds, video experience, and reliability experience.

Globe, meanwhile, controls 20 percent of the market. Its GFiber won the Consistent Quality award for its wireline services with a score of 68.1 percent. Its Globe AT HOME WiFi had also achieved a "clean sweep" in the FWA category.

All three groups have prepaid fiber offerings, targeting the mass market.

The Filipino broadband market has undergone transformative changes in the last five years… The increasingly competitive home broadband market has led many operators to launch prepaid fiber plans to win lower-income and value-focused customers, Opensignal said.
