Back in February 2022, it was Converge ICT and Globe came out on top with an average speed of 3.6 Mbps. PLDT and SKYCable came in second with an average speed of 3.4 Mbps.

To reiterate, Netflix calculates the monthly rankings by combining resolution, streaming device, and encoding recipe to assess an ISP's performance in primetime viewing sessions. The better the network, the closer a session will get to achieving this maximum bitrate.

For March 2022, all four major ISP providers in the Philippines were tied in first place with an average speed of 3.4 Mbps. Yes, PLDT, Globe, Converge ICT, and SKYCable are all tied in first place with Royal Cable in second with an average speed of 3.0 Mbps.
