A new law to protect PH kids' from online sexual abuse or exploitation

The Anti-Online Sexual Abuse or Exploitation (OSAEC) bill recently lapsed into law which aims to protect minors against online sexual exploitation regardless of any form of consent from the child.

Under the law, producing, willingly accessing, and knowingly sharing any form of child sexual abuse and exploitative materials are punishable.

Principal author Senator Risa Hontiveros said that its implementation will hold accountable social media platforms, electronic service providers, and internet and financial intermediaries.

State news PNA added that with RA 11930 in place, law enforcement authorities can now swiftly pursue violators of the OSAEC Law and effectively tear the veil of anonymity that hides their nefarious acts in cyberspace.

The new law will also allow the government to work in tandem with the private sector by ensuring that technological or other practical safeguards are in place to prevent or detect recruitment and trafficking aside from just blocking child abuse or exploitation materials.

Hontiveros also shared that the platforms will be given the platforms the responsibility of taking down materials violating minors' rights, preserving evidence related to the incident, and immediately relaying the proof to law enforcement agencies like the Philippine National Police and the National Bureau of Investigation.

There will be a penalty for those who will fail to implement it.

Hontiveros also added that will reach out and meet with representatives from Telegram, YouTube, and other data storage platforms or devices for partnership purposes. Facebook will also be engaged in enforcing the said law.

The limitation of the law is it cannot penetrate the dark web yet and does not allow intrusion in private messages.

This kind of participation is always welcome.

 

Nakakalula man kadalasan ang usapin ng OSAEC, nabibigyan naman ako ng pag-asa when I see the private sector, our law enforcement agencies, and civil society coming together for the best interest of every Filipino child.
