Cloud jitter is the outlier

The Philippines records the highest worst-case cloud jitter of any market in a new Ookla Research study benchmarking 5G networks against AI workloads.


According to the study, the country's baseline network speed and latency still clear the threshold for today's most common AI use case: text-based chatbots.

The report, "Beyond Download Speed: Benchmarking 5G Mobile Networks Against AI Workloads," argues that peak download speed and coverage say little about whether a network can carry AI traffic. It proposes five measures instead: upload capacity, multi-server latency, loaded latency, cloud infrastructure latency, and jitter. The analysis draws on Speedtest Intelligence data from 22 markets and 86 operators worldwide, including the Philippines among nine Asia Pacific markets covered.

Median upload speed in the Philippines stands at 11.97 Mbps. Just 8.78 percent of total network throughput is allocated to the uplink, short of the 20 Mbps target the report sets for AR and multimodal AI.

Upload share has still edged up 0.34 percentage points since 2023. That is a relatively rare gain: 12 of the 22 markets in the study saw upload share decline or hold flat over the same period.

On latency, the Philippines measures 40.2 milliseconds under normal conditions. That clears the report's target of under 50 milliseconds for text-based LLM and agentic AI traffic, but misses the tighter 40-millisecond threshold for conversational voice AI.

Under network load, latency in the Philippines degrades by a factor of 5.2 times, placing it in the report's "moderate degradation" band. That is a smaller falloff than markets such as Thailand (11.4x) or Singapore (9.2x), though still behind low-degradation markets like the United Kingdom and Indonesia (3.7x each).

The clearest gap shows up in the path beyond the network, to the cloud infrastructure where AI inference actually runs. The Philippines records among the highest cloud latency figures in Southeast Asia: 104 milliseconds to AWS, 106 to Azure, 88 to Google Cloud, and 133 to Oracle Cloud Infrastructure (OCI).

The report flags the Philippines, alongside Indonesia, Malaysia and Thailand, as a market where OCI "consistently sits furthest from the other three providers." Ookla says that gap matters more as Oracle expands its role in AI training and inference infrastructure.

Jitter, the variability in delay between consecutive data packets, is where the Philippines stands out most. The report says jitter can degrade a real-time AI session as much as a slow connection does.

Median cloud jitter in the Philippines sits at 5.9 milliseconds, in line with other markets. But 90th-percentile jitter, representing worst-case performance, jumps to 34.9 milliseconds, the highest figure recorded across all 22 markets in the study. Ookla frames this volatility as a distinct constraint from raw speed: a market can reach the cloud quickly on average yet still deliver the unstable timing that undermines voice or agentic AI sessions.
