Meta to open first Philippine office to fast-track violent content censorship

Meta, the parent company of Facebook and Instagram, will establish its first physical office in the Philippines to fast-track the removal of violent, dangerous, and illegal online posts.

The move follows high-level talks between Philippine officials and Meta executives in Singapore. The meeting was triggered by recent tragedies, including shootings in Tacloban City in June and Zamboanga City in August, where violence was promoted or streamed online by extremist groups targeting youth.

A driver for the local office is fixing delays during emergencies. During the Zamboanga attack, the suspect broadcast the shooting live on Facebook. While the government monitoring systems flagged the stream within five minutes, it took Meta an additional seven to nine minutes to take the video down.

By setting up a direct local presence, authorities and Meta can coordinate in real time to take down illegal content before it spreads further.

Philippine NBI director Melvin Matibag noted that the closer partnership will also target accounts used for online harassment and fake news, warning that users can no longer stay anonymous behind fake profiles to commit crimes.

To tackle anonymous abuse and fake profiles, the government plans to link social media account verification with the National ID system (PhilSys).

To address privacy concerns, officials clarified that Meta will not gain access to the government's citizen database. Instead, a secure digital bridge will allow Meta to ask the government a simple question: Does this ID number match official records? The system will respond only with a Yes or No, keeping all personal details protected within government servers.

The agreement between the government and Meta is part of a larger campaign to make popular digital spaces safer for young people.

Following similar safety agreements with Roblox, officials are scheduling talks with messaging platform Discord. The government plans to discuss stricter direct messaging limits for minors, stronger filters for explicit content, and expanded parental oversight controls.
