Toshiba to boost NL-HDD production in PH

Japanese technology giant Toshiba Corporation is set to inject a multi-billion-peso investment into the Philippines over the next three years, expanding its local electronics manufacturing infrastructure and generating approximately 3,000 new jobs.

The expansion strategy aims to ramp up the production capacity of high-capacity Nearline Hard Disk Drives (NL-HDDs) to serve surging global demand driven by artificial intelligence (AI), cloud computing, and enterprise data storage expansion.

The initiative comes following high-level discussions between Special Assistant to the President for Investment and Economic Affairs/Finance Secretary Frederick D. Go and Toshiba Corporation leadership, led by Chief Operating Officer (COO) and Senior Executive Vice President (EVP) Koji Ikeya.

Nearline HDDs represent a critical layer of modern digital infrastructure, bridging the gap between high-speed enterprise storage and long-term archival systems. As AI adoption accelerates worldwide, hyperscale data centers require cost-effective, massive-capacity storage solutions, a demand Toshiba aims to fulfill through its scaled operations in the Philippines.

“We see Toshiba’s planned expansion as an opportunity to strengthen our industrial base, build an electronics and tech industry ecosystem that creates quality jobs for Filipinos, and position the Philippines to capture opportunities in the growing global technology and data economy,” said Finance Secretary Frederick Go. “Toshiba’s continued commitment to the Philippines is a testament to the success of reforms such as CREATE MORE in attracting long-term investments.”

Toshiba's relationship with the Philippines spans 31 years. The company established Toshiba Information Equipment (Philippines), Inc. (TIP) at Laguna Technopark in 1995 before starting full-scale assembly operations in 1996.

Today, Toshiba operates two primary manufacturing hubs in Laguna: Laguna Technopark in Biñan and Carmelray Industrial Park 1 in Calamba.

Representatives from the Philippine Economic Zone Authority (PEZA) and the Department of finance assured Toshiba executives of robust government backing, ease of doing business, and sustained support for the company's long-term manufacturing operations.

The expansion highlights growing foreign direct investment (FDI) confidence in the Philippines following fiscal and economic incentives updates under the Corporate Recovery and Tax Incentives for Enterprise to Maximize Opportunities for Reinvigorating the Economy (CREATE MORE) Act.

By reinforcing its production baseline in South Luzon, Toshiba expects to deepen local supply chain linkages, elevate skill levels across the advanced manufacturing sector, and strengthen the Philippines' footprint in global technology supply networks.
