There are a few steps that you need to undergo before it appears on Chrome's settings. It is still considered as an experimental feature so it is tucked away in a special page. Here are the steps that you need to do:

How to activate dark mode?

1. Go to this URL - chrome://flags/#enable-android-night-mode. This is a special page where experimental features are hidden.

3. You will be given the option to relaunch Chrome. Click "Relaunch Now". However, sometimes the option does not appear after the first relaunch. If that happens just repeat the launch.

4. Go to Chrome's settings found at the three dot menu beside the Tabs button. You will find Dark Mode under "Homepage". Click it and activate Dark Mode.

This Dark Mode is a UI change and not a feature that changes every website's UI. It is for the Chrome's UI only. It will change the Settings page, the address bar and every aspect of the Chrome app.
