That is why Project Treble came into fruition. Project Treble is a major overhaul of Android's architecture and how it works.  This will essentially separate the Android framework from the vendor's Hardware Abstraction Layers or HALs. This allows the OS to work directly with the device hardware.

Before the Android framework and HALs are stored in the same partition within the device. With Treble, they will be residing into two different partitions allowing for a more standardized communication between the hardware and the OS. 

This, in turn, will allow different manufacturers such as LG, Samsung, Huawei among others to tweak the Android framework while they wait for vendors such as Qualcomm to provide updated HALs. This should mean faster Android updates across the board.

Of course, this also means great news for the Android modding communities since Treble can potentially make AOSP ROMS work better without the need for hacks. We said potentially since nothing set to stone as long as proper testing is made. There could still be issues and hardware conflicts like incompatible AOSP roms to retina scanners, for instance.
