Yesterday, DOH's negotiated procurement of a "high-end 2-in-1 laptop with accessories" has caught the public's attention and ours as well.

PHP 700,00 worth of laptops and accessories' specs, please?

If you haven't seen it, the Department of Health's official Facebook page has posted a photo of the bid bulletin's information with links for further details. The number one item on the list is the aforementioned subject.

According to the PDF file posted on DOH's website, the total budget allotted is PHP 700,000 for four sets of "high-end 2-in-1 laptops with accessories". You can view the file at this link. This has then garnered different reactions from netizens with many questioning the specifications of the laptops to be procured by the department. 

In comparison to the given description "high-end 2-in-1 laptops with accessories", we've spotted Acer Spin 5 SP513-54N-53X8 on Villman Computers' website. This unit is originally priced at PHP 59,999 but is now on sale for only PHP 49,999.

This can match DOH's requirement of four "high-end 2-in-1 laptops with accessories". Acer Spin 5 SP513-54N-53X8 is a 2-in-1 laptop featuring a 13.5-inch display with 2256 x 1504 resolution and an 80 percent screen-to-body ratio. It runs on the Windows 10 Home powered by 10th Gen Intel Core i5 processor, Intel Iris Plus GPU, 8GB LPDDR4 SDRAM, 1TB PCle SSD, and 4 cell Lithium-Ion (Li-Ion) battery.

It also comes with an Acer Active Stylus and a touch screen display. For every purchase of Acer Spin, the following freebies are available: Microsoft Office 2019 Home and Student (Pre-installed) and Acer One 8 T2 Tablet (claiming) worth PHP 6,500.

All of these for only PHP 49,999 per unit at Villman Computers. If Acer Spin 5 wins the bidding, DOH can save as much as PHP 500,000 while getting the required "high-end 2-in-1 laptops with accessories"—with freebies.

Note that if a bidder or a supplier can present four units of laptops that adhere to DOH's requirements, the said bidder will win the bidding. The "high-end laptop" could also be Mac or Windows OS, however, there are no 2-in-1 Macbooks available in the market. 


Although the DOH posted on August 11, 2021, that they have postponed the procurement of the said laptops until further notice. 

The requirements stated in the Request for Best and Final Offer are for further review and revision of the End-user. The Central Office Bids and Awards Committee will issue another Bid Bulletin to reflect the changes, if any, and to announce the new schedule for the Submission and Opening of Bids, said DOH in a statement
