The Ascend 910 and Ascend 310 is part of Huawei's full-stack all scenario AI line up. This means that thus us part of Huawei's tech line up that includes chips, chip enablement, training and inference and application enablement.

The Ascend 310 is an efficient 12 nm SoC (System on a Chip) designed for low-power computing.

The Ascend 910 is a 7 nm chip which delivers performance of up to 256 teraFLOPS under FP16 and 512 teraOPS under IN8 with a maximum power consumption of 350W.

The "All Scenarios" part means that they look to offer these chips to handle different situations that requires AI. These are scenarios such as public and private clouds, all forms of edge computing, industrial IoT devices and consumer devices such as their smartphones.

This means that the Ascend AI chips will power Huawei's AI technology in terms of performance acceleration, AI servers, AI-assisted appliances and devices.
