The Department of Foreign Affairs (DFA) said that its previous outsourced passport maker was "pissed" and "took away" all its applicants' data when their contract was terminated.

The consequence, DFA is requiring some of renewing their passports to bring birth certificates and they are rebuilding their files from scratch.

In the report by Philstar, DFA Assistant Secretary Elmer Cato said that those who are required to submit birth certificates are applicants renewing brown or green passports or maroon machine-readable passports.
Locsin said that this mess won't happen again. DFA has been doubling its efforts to hasten passport issuance.
Before the e-passport era, DFA required the submission of physical copies of birth certificates and marriage contracts.
