For better services in establishments?
On July 21, the DICT and telcos Globe Telecom, Smart Communications, and DITO Telecom signed a memorandum of understanding to establish the Connectivity Index Rating.
According to a report by CNN Philippines, this will be similar to rating systems that assess establishments like hotels based on different parameters.
By having this initiative, we actually are able now to push all the establishments to improve their quality of service, especially on telecommunications and internet availability, said DICT Secretary Ivan Uy.
Among those that will be considered in the Connectivity Index Rating are internet speed, accessibility, availability, and security.
Uy clarified that the rating system is not mandatory. There will also be no penalties.
Its effect will be in terms of exposure for businesses that have high ratings, he noted.
Private Sector Advisory Council Digital Infrastructure Head Henry Aguda said he believes establishments will aim for higher ratings to attract more customers.
We want hotels, restaurants, malls to have the highest ratings. So, when tourists come here, they will have connectivity. And beyond that, also government services, he added
The rating systems also want to help the government identify areas that need assistance to address their connectivity issues.
We can identify whether it is the establishment not willing to pay more to upgrade the quality of service or it's on the supply side. Whether the telcos are not able to provide the necessary bandwidth there, Uy said.
The DICT chief said subsidy for private establishments is not possible, but support for smaller businesses can be looked into.
The technical work will soon be met to finalize the criteria and implementation of the system. A report is targeted to be released by the end of the year.
