China phones and US export restrictions

As reported by CNN, US national security adviser Jake Sullivan said in a briefing that Washington needs "more information about precisely its character and composition" referring to the recently launched Huawei Mate 60 Pro. This will be to determine if parties bypassed American restrictions on semiconductor exports to create the new chip, he added.

Mate 60 Pro reportedly has the new 5G Kirin 9000s processor developed specifically for HUAWEI. This is despite the US move to restrict China's access to foreign chip technology.

To recall, the US in 2019 banned American companies from selling software and equipment, as well as restricted international chipmakers using US-made technology from partnering with the Chinese manufacturer. The reason for this—is "national security concerns".

HUAWEI Mate 60 Pro was launched last month. Back then, information about the chip was not available.

Consultant firm TechInsights then did a breakdown of the smartphone to get a closer look at the chip, which appeared to be a 7-nanometer processor made by Semiconductor Manufacturing International Corporation (SMIC) which is a partially state-owned Chinese company and was included in the export restrictions set up by the US.

CNN said HUAWEI has yet to respond when asked to comment.

In a separate article by Reuters, it reported that Representative Mike Gallagher, chair of the US House of Representatives' committee on China, said their government’s Commerce Department should end all technology exports to HUAWEI and SMIC.

This chip likely could not be produced without US technology and thus SMIC may have violated the Department of Commerce’s Foreign Direct Product Rule, Gallagher said in a statement. The time has come to end all U.S. technology exports to both Huawei and SMIC to make clear any firm that flouts US law and undermines our national security will be cut off from our technology.
