Build / Design - The V15 and the F11 Pro sport similar design language. Both look amazing with their gradient backs and glossy finish. Both has no notch up front due to their motorized selfie cameras. The V15 has it on the top right side while the F11 Pro has it on center.
Both comes with a fingerprint scanner behind instead of an In-Display fingerprint scanner.
Display - Vivo V15 sports a 6.53-inch 2.5D curved Gorilla Glass 5 protected IPS screen with 2340 x 1080 FHD+ resolution. It also has 403 ppi pixel density. OPPO F11 Pro has a 6.53-inch IPS screen with 2340 x 1080 FHD+ resolution and 395 ppi pixel density. It also has an unspecified Corning Gorilla Glass protection.
The screens on both devices are identical.
Specs - In terms of performance, the V15 has a 2.1GHz Helio P70 octa-core processor with dual-core AI, Mali-G72 MP3 GPU, 6GB RAM, 128GB storage and a 4,000mAh battery with Dual Engine fast charging.
The F11 Pro has a 2.1GHz Helio P70 octa-core processor with dual-core AI, Mali-G72 MP3, 6GB RAM, 64GB expandable storage, and a 4,000mAh battery with VOOC 3.0 flash charge.
The processors and GPUs are the same. Both has 6GB of RAM and 4,000mAh battery. The difference comes in the storage where the F11 Pro only has 64GB but expandable while the V15 has 128GB storage. Both sport quick charge technology as well. Sadly, both are still with micro USB instead of the new USB-C standard.
Both are also packed with 700MHz 4G LTE support.
Cameras - In terms of cameras, both are impressive. The Vivo V15 has a triple rear camera setup with 12MP f/1.78 + 8MP f/2.2 + 5MP f/2.4 sensors with PDAF, AI and LED flash. For selfies, it has a 32MP f/2.0 Samsung ISOCELL sensor with AI and screen flash.
OPPO F11 Pro has a dual rear camera setup with 48MP f/1.8 + 5MP f/2.4 with PDAF and LED flash. For selfies, it has a 16MP f/2.0 with AI face beauty and screen flash.
The Vivo V15's triple rear camera sensors each serve an individual purpose. One is the main sensor, one for ultra-wide angle, and one for depth information. The OPPO F11 Pro holds a bigger main sensor at the back but lacks the ultra-wide functionality.
Vivo picked a 32MP bigger sensor for the selfie sensor too while the F11 Pro still has a decent 16MP sensor.
Other features - Both features dual mic, dual SIM card slots, and rear facing fingerprint scanners.

Our thoughts
Both Vivo V15 and OPPO F11 Pro are pretty good phones under PHP 18K. Vivo V15 might have the advantage if you need a device with more storage, and ultra-wide camera for landscape shots, and a better selfie camera for less.
On the other hand, OPPO F11 Pro has an advantage in taking better photos using the main camera because of its 48MP sensor.
