Converge ICT Solutions Inc. has been identified as the leading operator for consistency, latency, and speed in the first performance results from a national government monitoring program.
According to the initial report from the Department of Information and Communications Technology's (DICT) Oplan Bantay Signal, the fiber-based provider outperformed competitors across all measured metrics.

In Metro Manila, data from more than 700,000 subscriber tests showed Converge delivered an average broadband speed of 193.61 Mbps and a latency of 10.67 milliseconds by the end of 2025.
Information Secretary Henry Aguda stated that Converge's results set the current broadband benchmark for the Philippines. He credited the company’s ongoing fiber network expansion for enabling high-quality service in diverse communities.
Converge Chief Operations Officer Benjamin Azada acknowledged the recognition but noted the company must still address connectivity gaps highlighted by the same report.
Beyond these metrics of upload and download speeds, we are actively improving our network for increased reliability and consistency in performance, as we work on enhancing connectivity in select parts of the country, Azada said.
The Oplan Bantay Signal program provides a public dashboard for consumers to report service outages and test local internet speeds. The DICT uses this data to compile network performance analysis for both broadband and mobile services.
Azada also recognized the initiative's role in helping providers identify service fluctuations.
The DICT's report gives a fair and balanced view, [as] they also called our attention to specific areas where we need to improve our performance. We recognize this call and we pledge to focus our attention on areas experiencing low or intermittent connectivity, he said.
The government's findings follow Converge being named the Philippines' leading ISP last year by global speed-test firm Ookla, which recognized the company for operating the fastest fixed network.
Converge, the country's second-largest broadband provider, operates a fiber network of 8.28 million ports serving approximately 2.93 million subscribers.
