Foxconn to expand in the Philippines?

Primary Apple contract manufacturer Hon Hai Technology Group (globally recognized as Foxconn) is conducting preliminary due diligence and site inspections to anchor a flagship technology acceleration hub in New Clark City, Tarlac.

The planned 1,619-hectare development forms the core of the Philippines' participation in the Pax Silica Initiative, a US-led multilateral coalition formed to secure supply chains for artificial intelligence, advanced semiconductors, critical minerals, and high-tech manufacturing. Estimates from economic planners indicate that the multi-stage hub could mobilize between USD 40 billion and USD 70 billion in total foreign direct investment over its lifecycle.

Department of Finance (DOF) Secretary D. Go confirmed that the Philippine government is working toward executing a formal framework agreement with Foxconn to secure its anchor role in the New Clark City Zone.

Secretary Go described the endeavor as a 'generational type of project' with far-reaching impacts on the national economy.

The DOF Chief outlined three primary strategic implications of anchoring a tier-one manufacturing giant like Foxconn in the Philippines.

  1. Moving up the global value chain - Securing Foxconn accelerates the country's transition from basic raw mineral exports and back-office services to high-value semiconductor assembly, microchip components, and AI hardware manufacturing.
  2. Ecosystem & Supply Chain attraction - Landing a prime anchor investor creates a snowball effect, drawing secondary component suppliers, testing laboratories, and technical research institutions into the Luzon Economic Corridor.
  3. Fiscal Incentives & Infrastructure - Incoming Tech locators stand to leverage fiscal incentives under the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for reinvigorating the Economy (CREATE MORE) Act, supported by dedicated power and logistics links through the Port of Subic Bay.

Earlier today, we also reported that Taiwan is interested in collaborating with the Philippines as it formally became part of Pax Silica.
