According to the Q3 2019 data of TowerXChange and We Are Social 2019, a single cell site in the Philippines is being shared by more than 4,000 people.

Over 4,000 users per cell site

The data showed that the Philippines have 76 million internet users. All of those users are connected to just around 17,850 cell sites. In particular, there's an average of 4,258 users are connected to a single tower in the country.

In comparison, our Asian neighbors simply have fewer users per cell tower. For example, in Indonesia, there's a total of 150 million internet users, but they have over 96 thousand towers. So, the users per site fall just around 1.5K per tower.

In Vietnam, they have a total of 90K cell sites for its 64 million internet users or an equivalent of just around 711 users per site. In China, they have around 19.6 million towers to bring the users per site to just 408.

This simply means that the number of towers in the Philippines is not enough. 
That's one of the major reasons why PH networks are congested.

Yes, the Philippines has thousands of islands and this makes it harder for telco companies to set up towers all over the country, but if an island country like Indonesia can make it, the Philippines can also do it with the help of the government.

In PH, a total of 25 permits and 8 months are needed to build a single cell tower.

If the government eases up on permitting and construction of cell sites, more towers can be built up faster, and the less congested each cell site becomes.
