The Department of Information and Communications Technology (DICT) today announced that the ban on the artificial intelligence chatbot, Grok, has been lifted.

DICT said xAI has addressed Grok's misuse issues, adding safeguards and stricter content moderation
The DICT has acknowledged X’s explanation and corrective measures addressing concerns over its AI chatbot, Grok, particularly in relation to its image-generation features.
To recap, the DICT ordered the takedown of Grok in the Philippines, citing deficiencies in content regulation under the Cybercrime Prevention Act last January 16, 2026.
DICT said that Grok's parent firm, xAI, has addressed the immediate misuse issue. Grok also implemented safeguards and stricter content moderation measures to prevent the generation of explicit and non-consensual content.
The actions taken involve stricter limits on prompts about real people and enhanced policy enforcement.

At the same time, we support responsible innovation and recognize the role of emerging technologies in national development, provided these technologies operate within the bounds of Philippine law and uphold human dignity. DICT Secretary Henry Aguda said
We checked the safeguards that xAI has put in place, and we are satisfied, CICC Deputy Executive Director Renato Paraiso added.
The PH government said that the DICT, CICC, and NTC will continue monitoring xAI’s compliance with Philippine laws and cybercrime safeguards.
