Transparency for Filipinos
The Philippines has become the first country in the world to put its entire national budget on blockchain. The government is starting its use with the 2026 General Appropriations Act (GAA).
According to DICT, the Digital Bayanihan Chain ensures that every peso of the Filipino taxpayer is recorded in a permanent, tamper-proof digital ledger.
The country has digitized the entire budget cycle—from congressional approval, disbursement, and expenditure to reporting. Each transaction now comes with a digital seal of truth, verifiable by anyone, anytime.
The blockchain-powered GAA is more than a technological upgrade. It’s a digital guarantee of integrity, said DICT Secretary Henry Aguda.
It protects the official copy of the budget, prevents manipulation, and ensures long-term traceability of government funds, he added.
The use of blockchain helps address the corruption problem, thanks to a tamper-proof system that makes fraudulent manipulations nearly impossible.
Blockchain also allows clear tracking of public funds, while records remain intact even when governments change.
