The Department of Information and Communications Technology (DICT) has made its Free WiFi Monitoring System accessible through the official DICT website, giving the public greater visibility into the status and performance of the government's Free Wi-Fi for All Program nationwide.


The Network Monitoring System (NMS) V2 serves as the operational dashboard for the program, enabling real-time monitoring of site availability, connectivity status, uptime, incident reports, and SLA compliance across all regions, provinces, and municipalities.

To access the dashboard, visit dict.gov.ph, select "Services" from the menu, then click "Free WiFi Monitoring System."

The DICT maintains a policy of zero tolerance against corruption, non-performing contracts, or misrepresented deliverables. Since assuming office, Secretary Henry Aguda has directed the strengthening of governance, monitoring, and accountability mechanisms. Key measures include stricter SLA enforcement, enhanced contract management, regular internal audits, stronger performance validation, and the upgrade to NMS V2.

The upgraded system provides nationwide visibility of Free WiFi sites and uses actual network data for contract and payment validation. The DICT has also introduced procurement reforms that increase transparency, clearly itemize service components, and lower connectivity costs.

Private contractors handle infrastructure deployment, while DICT enforces strict performance and monitoring controls. Any reports of non-performing or inactive sites undergo immediate technical audit and contractual sanctions.

Although no formal notice has been received from the Office of the Ombudsman, the DICT proactively welcomes the inquiry. With full commitment to transparency, it stands ready to provide all necessary assistance, records, and system data to support any investigation.
