PAGCOR mandates removal of gambling billboard ads—report

A recent InsiderPH report reveals that PAGCOR has ordered the removal of online gambling-related out-of-home advertisements amid mounting public opposition.

According to the report, licensees were given until August 15 to comply with the directive, and there will be no ad placements allowed unless approved by PAGCOR.

The memorandum dated July 7, 2025, ordered licensees, suppliers, gaming venue operators, and system administrators to comply. This covers both static and digital materials.

Aside from billboards, the order includes gambling ads on vehicles such as trains, buses, jeepneys, and taxis.

This move will lessen exposure and interest in gambling and prevent addiction.

By July 16, 2025, licensees must submit an inventory of billboard and wallscape ads, including size, location, material, rental expiry, and ASC number.

The status report on the removal must be submitted using PAGCOR's official template.

Recently, Philippine Senator Risa Hontiveros supported the notion by introducing a new bill aimed at "prohibiting online gambling access" through "e-wallets and super apps", citing concerns over addiction risks. 

Meanwhile, fellow Senator Migz Zubiri is advocating for the Anti-Online Gambling Act of 2025. It is a landmark bill aimed at banning all forms of online gambling in the Philippines.
